"People constantly think the Humane Society is in charge of the shelter," Young said. "We are constantly getting complaints (concerning the shelter). I had one woman call all upset because she had gone out to the landfill to dump some trash and stepped on a bag ,and it was filled with (dead) puppies (that had been euthanized at the shelter) ... , she told me 'You ought to talk to your staff.'" The animal shelter is owned, maintained and operated by the city. The Humane Society is a non-profit organization.
